“The Scarlet Pimpernel” by Baroness Emmuska Orczy (book review) has had some excellent covers over the years. Take a look and let me know which one is your favorite.
I like number 2 and 3. Number three especially since it is mysterious and has a lot to do with the story.

I think I’d like to add the third one to my bookshelf, it’s the most classic looking one, but there is something really hilarious about the look on the face of the guy on the first one!
The third one is my choice, also but I think the last one was on the cover of the copy I read in the mid-sixties (?)
